Measure defining marriage advances

RICHMOND – A Southwest Virginia lawmaker said politics, not policy, determined his vote for a constitutional amendment that defines marriage as the legal union of one man and one woman as husband and wife.

“My vote is not a vote to condemn you,” Del. Clarence “Bud” Phillips, D-Castlewood, told gay and lesbian advocates moments before the House Privileges and Elections Committee voted 15-5 to send the measure to the House floor.
